It is used to hold a kiseru, a traditional Japanese tobacco pipe.
The case features intricate relief carvings of a rain dragon amidst scrolling clouds and a shishi dog head. Such items were part of a sagemono (hanging object) ensemble, which included a pipe case, a tobacco pouch, and a toggle (ojime), all linked together.
